I swear by Almay i-color intense eyeliner. they have it in black, brown, and dark purple. It doesn't run or smudge.
Victoria's Secret has a good liquid liner pen, and it is twelve dollars.
Covergirl offers good ones too.
i use maybelline it doesnt run, doesnt smear and doesnt flake.good luck
