Can liquid eye liner go on like eyeliner?

Make sure you have a steady hand, it hurts when it gets in your eye. The first time I used it, the liquid spread all through my eye and I had to rinse it out.Can liquid eye liner go on like eyeliner?
you really only should put it on the top lid b/c it is a lot more dramatic and heavier than pencil eyeliner. if u still want eyeliner on the bottom then you should find a pencil eyeliner that matches and just use that on the bottom lid.Can liquid eye liner go on like eyeliner?

liquid is for the top lash penicl is for the bottom but u can use it at the top 2
