Straight liquid liner is a BIT too harsh, but you want the precise, yet creamy color.
To this, get a liner shadow / shadow liner from bareMinerals (or anywhere else; but they have the best ones) and create a paste in the lid with a drop of water. Mix with an angled liner brush and apply.
You should probably use only an eyeshadow base, and possibly a deeper color to contour.

Yes, Liquid. It gives a more precise elegant look. Although if you are not to good with liquid draw the line on with pencil as a template then go over with liquid.
