You can actually find higher end cosmetics on eBay--just be sure to check the sellers feedback to make sure you're not getting a shelf pulled item. My favorite liquid is Lola's liquid eyeliner. If you go to Sephora, they also have their own brand of makeup which is maybe $2 more than Revlon or Covergirl. And you know it's got to be good because they have to compete with the other brands in their stores. I wear black liquid liner every day, and trust me, I've used every kind on the market. From every drugstore brand, to Department store, to every kind in Sephora. I highly recommend L'Oreal Line Intensifique Liquid Liner, which you can find in the L'Oreal section of any drugstore, walmart, or target. It's under 10 dollars, and trust me, it lasts all day. It doesn't smudge, or run, and dries fairly quickly. They have a regular black color, and they have Carbon Black, which is a more intense black, which is what I use.

And not only is it easy to put on, but the tip is felt like, so it doesn't make weird lines or get clumpy like some brush eyeliners do. And it's easy to get the thick, or thinness you like, without hassle.
